The Construction Site Runoff Control Program of the Beckley Municipal Separate Storm Sewer System (MS4) permit requires developers to follow storm water pollution prevention plans, erosion and sediment control plans or minimum structural controls depending on the size of the project.

All sites should implement appropriate structural and nonstructural control to prevent erosion, control sediment and limit the potential of all pollutants associated with construction from being discharged to the municipal storm sewer and water of the state.

The West Virginia Best Management Practice Manual published by the WV DEP is our local standard for design and implementation of all BMPs. The Manual can be found online: CLICK HERE FOR BMP MANUAL.

A key to accomplishing stormwater program goals for construction site runoff is to gain the local construction industry’s buying on the importance of improving water quality and providing appropriate training programs for the industry.

Training programs include:

  • Pre-construction Meetings
  • Host Site for EPA webcasts
  • Erosion and Sediment Control Workshops

The West Virginia  Department of Environmental Protection has developed  the West Virginia Erosion and Sediment Control Best Management Practice Manual (2006)

Please use this manual in developing SWPPP and Erosion and Sediment Control Plan.
